General Permit Information: The information below is to serve as a cursory guide of the requirements and procedures for applying for building and/or mechanical permits. Be advised that the information provided is subject to change without notice. Furthermore, note that there will be circumstances where more requirements are needed. Remember to call the Building Official's office for a full explanation of the requirements.  Also, be advised that for each of the categories below, applicants are required to submit a site plan showing structure location in relation to existing structures, septic, well, all property lines and any wetlands, as well as 2 sets of building plans.  Structures larger than 200 square feet or on a concrete pad require a Public Health Review application (B100A).  The  Public Health Review is submitted to Eastern Highlands Health District using their online system. The property setback requirements can be found in the Zoning Regulations, or by contacting the Zoning Official.

Additions - The category  includes: 
(1) Porches;
(2) Three-season rooms:
(3) Garages (both attached to the dwelling or freestanding);
(4) Raising the roof to create living space;
(5) Any addition of rooms which adds to the footprint of the house.

Note, for each of the above, a site plan is required showing structure location in relation to existing structures, septic, well, all property lines and any wetlands.

Decks - This category includes: 
(1) New construction of a deck;
(2) Removal and replacement of a deck.
(3) Repair of a deck.

Demolition - A permit is required for the demolition of a shed, deck, pool, addition, house, etc. Once the permit has been approved and the structure has been demolished, the Building Official will inspect the site of the demolition. This information will then be forwarded to the Tax Assessor’s Office for an assessment reduction.

Driveways - A permit is required for all constructions or alterations of driveways or private access from any town road.

Electrical - This category includes:
(1) Miscellaneous wiring;
(2) Service Change;
(3) Electric Heat;
(4) Wiring of New Construction, Additions, Alterations, etc.;
(5) Wiring of Swimming Pools.

Fences - This category includes all residential fences except pool fences. Specifically, permits are required for fences which exceeds six (6’) feet in height from grade. Although no permits are required for a fence six (6’) feet or less in height, the Town highly recommends that you erect the fence a minimum of two to three feet (2-3’) onto your own property so you are able to maintain the other side of the fence without trespassing onto your neighbor’s property.

Mechanical - This category includes:
(1) Furnace or Boiler Replacement;
(2) Conversion Burner;
(3) Central Air Conditioning;
(4) Heating & A/C for new construction, additions, alterations, etc...
(5) Gas Log installation;
(6) Fireplace inserts;
(7) Wood stoves/Pellet stoves;
(8) Propane stoves;
(9) Coal stoves;
(10) Propane or Oil Tank installation.
NOTE: The Building Official does not require an application for the removal of oil tanks above or below ground but we do ask that you complete our “Request For Underground Residential Oil Tank Removal or Abandonment” which allows for record keeping, inspections, and sign off.  The Building Official  does require an application for the installation of oil or propane tanks above or below ground.  Underground tanks require EHHD approval; any equipment installed outside requires a Zoning Permit.

Plumbing - The category includes:
(1) Miscellaneous plumbing;
(2) Water Heaters;
(3) Fixture installation or replacement;
(4) Plumbing for new construction, additions, alterations, etc...

Remodeling/Alterations - This category includes:
(1) Kitchens; 
(2) Baths;
(3) Basements;
(4) Interior Renovations;
(5) Window/door replacement (if size change).

Re-roofing or Re-siding - This category includes:
(1) Stripping and re-roofing, including roofing over an existing on layer of roof (the building code prohibits more than two layers of shingles on a roof); 
(2) Removing and replacing siding, as well as installation of new siding.

Sheds - Permits are required for sheds of any size, including:
(1) Tool sheds;
(2) Garden sheds ;
(3) Storage Buildings;
(4) Temporary Membrane Structures;
(5)  Cabanas;
(6) Gazebos;
(7) Pool Sheds. 

Swimming Pools - A permit is required for all swimming pools, both in-ground and above ground. A permit is not required for storable swimming pools or wading pools where the maximum depth is 24 inches.
